You might know this as a weird sort of "angelic glow".

For this tutorial, I'm going use Jukka, the oh-so-sexy drummer of Nightwish.

1. Open up your image and go to the Layer Palette. Right-click on the layer that you want to make all blurry and click Duplicate.

2. Now you should have 2 layers, IMAGE and Copy of IMAGE. Go up to Effects, and hover over blur, and out should pop a box. Click on Gaussian Blur.

3. A box should pop up with a Radius: #. Adjust that number to whatever you want.

4. Your image should look like this-ish.

5. Adjust the opacity of the image to whatever you want.

6. Adjust the opacity of the image to whatever you want.
